Default House Bill 245 of 2013.; Reasoning for this??!!

Saw where Eddie Lambert, Rep. from Prairieville authored this bill; HB 245.
Makes the nonresident fees, hunting and fishing the same as resident fees. Did this bill pass? What's the thought here?

Info. from the bill:

Lambert HB No. 245
Abstract: Provides for the issuance of nonresident hunting and recreational fishing licenses
at the same cost as resident licenses.
Proposed law specifies that until Jan. 1, 2016, the fees in present law for nonresident hunting
and recreational fishing licenses shall be reduced as follows:
Duck license from $ 25 to $ 5.50
Wild turkey from $ 25 to $ 5.50
Basic hunting from $ 200 to $ 15
Big game from $ 250 to $ 15
Primitive firearms from $ 50 to $ 10.50
Bow hunting from $ 50 to $ 10.50
Freshwater fishing from $ 60 to $ 9.50
Saltwater fishing from $ 30 to $ 5.50
Effective Jan. 1, 2016, license fees return to previous levels.
(Amends R.S. 56:103.1(B)(1), 104(A)(2) and (4), 105(B), 153, 302.1(A) and (C)(1)(a))

Looks like this bill died and never made it to the House floor.

The thought was that the license fees LDWF would LOSE would be more than compensated for by revenue GAINED from hotels, food, gasoline, supplies, etc. that the additional NR hunters would provide. It was intended as an experiment, and there was supposedly negotiated compensation between Depts. of Economic Development and Wildlife and Fisheries. But it didn't work out.

Default See what happens!

I was thinking that it was some kind of test to see what happens. Like Ms. would do the same. Thanks for the info. Lreynolds and Gerald.
