It could be a bad switch. That was my problem.
Before you change the box pull the plug from the back of the switch and jump the wires on the back of the plug to see if the trim taps move.

Or.... just take a small piece of wire and touch it to the 2 switch wires.

Or..... use some "insulated" needle nose pliers to do the same.
