Yes all of that is correct. It would not react because the acid wash likely removed calcium from the surface. I got 3 50lb bags at sherwin Williams. Just mix with water like a morter and trowel smooth and the stain will react fine. I used the heavy traffic mix.

This seems to be the perfect solution for me. I'm definitely going to look into this for my pool deck this summer. Thank you for the information.
