Of course, in the application of the science, there needs to be methods. But the methods do not need to emphasize governmental actions or regulations at every turn. A lot of private action can be important too, including only investing in companies that follow good conservationist practices, applying conservationist practices in one's own hunting, fishing, and agriculture, etc.

Don't kid yourself that I am trying to change your mind about anything. You are firmly attached to the teat.
