Sounds like a chain email but even if it isn't, its just a proposal. Gotta pass several steps before it becomes law. The Feinstein bill everyone keeps posting is the same way. There are crazy nut jobs in the house and senate that come up with crazy bills but they don't make it out the house usually.

just read it - this is a state representative, and this would just be for Vermont, no worries.

I'm not worried about it... I'm thinking someone in our state legislature needs to introduce a bill just like this... Sounds GREAT to me!
