Does the trailer have a license plate on it? If so, its not hard to just take that number and get it registered

That's about what was thinking but I know a lot of guys that duck hunt south of here don't trailer their boats so it may not be such a big deal to some guys.

He checked and it seems there maybe a lean against the trailer.... it was parked in a field for along time when he bought it, that's the reason for new axle, tires and such

That price is about right. Texas does not require small trailers to have papers. Your registration is your only form of ownership.
