God bless your son and that young man's family. I went through it a few years back when one of my right hand guys was killed in a wreck. Same thing, no seatbelt.
I'm currently working with our police chief and sheriff to put together a talk/show about this very issue in our area high schools. Detonating an airbag inside a school is somewhat of a hurdle but, we're working it out.
