Too small of a motor will work it harder, not get the lifespan out of it like a bigger one.
It is best to go with the max recommended horsepower, unless you are just putt putting around.

My boat came with a 115 or 150 hp motor. There was a lot of difference in time to plane and top speed. Not much difference in price.

If you really want a deal, get the past years model during a boat show. Most of the time, they are the exact same boat, just a different year model. You can get them around $3000 to $5000 cheaper, same warranty. You will just lose a little on the resale due to the model year. If you are keeping it for more than 7 ot 8 years, it won't make any difference on resale, motor and hull condition is what will sell an older boat.
