The Louisiana Wildlife and fisheries Rule/Law states that when shrimping/trawling at night, a vessel must display a green light over a white light that is viewable from at least two miles. Do you guy's think a chem stick would be within the law to use?

i always use them when i kayak fish at night.

put one on my back and one on the front of the boat

also if you put a few together great way to night fish to attract bait

I've never used them as an attractant, but I could see how it would be good. The green frequency is suppose to pierce the water density better than white too. I have heard of people tieing one about 3 foot from the bait. I bought several last year after halloween from the dollar store like 4 for a dollar. I think they had ten of them so I grabbed them all. I used them years ago when diving at night to keep up with my dive partner. They usually will stay bright for several hours.
