if i were a cop.... i would make the suspects hand tow the trailer back to victim's house. Then make them flatten the tires on 4 wheeler and lawnmower and hand push it with no help to the victim's house. Then buy the victim new tires for lawnmower and 4wheeler + 100 hrs of community service.... while I threw trash out on the side of the road.

again, if only I was a cop and this could happen....legally.
