I found some stencils on E-bay for $24.99 ....... Got them in last Sunday and tried them out, but the wind got the best of me. Here is a before and after......

What is needed to prep the boat prior to painting to make sure the paint sticks? Do you need to sand it or douse/wash it in some sort of chemical?

Scuba, is it already painted or bare aluminum? That makes a difference.

it is painted already. Factory paint that is faded a lot.

Take some high grit sand paper and go over the old paint. Then clean it off and then should should be good to go. If you have to go over bare metal you'll need a self etching primer.
