I hear ya. It doesn't effect me personally if someone else has a 40hp out there, but rules are rules...
What does bother me is the extent to which the water hyacinth is taking over, and the rate that it's reproducing in the main canals.
I spun my prop in that stuff awhile back.
I guess if we still had cold winters it would help control it a bit more. Eventually, this is going to be a big problem out there. What used to be wide, pretty canals are being reduced to a narrow trail through ugly banks of hyacinth.
