Education has its place, I'm just pointing out that proficient engineering is definitely not contingent upon a college degree. At least that's been my experience in 14 years working as an instrument and analyzer tech in Chemical plants. The engineers that come from the shop know every facet of the job because they used to implement and commission the jobs. We constantly have to redesign, rework, rewire, replan jobs from these desk jockey engineers with degrees simply because they ain't never been in the field. Sounds like you are on a very high horse. I don't know you but if you've never worked with an "engineer" that came out of the shop, then you really don't know what you're talking about. They are by far the best there is.
