Here is your problem If let's say the State takes over for a reef!
The State now has to hire a staff to maintain these platforms and keep Coast Guard and Nav Aids working properly and would have to keep the structure safe for maintenance of the Nav Aids . Safety Is #1 in Gulf Safety Compliance Production So it is going to cost the state millions to maintain these structures in a safe manner There was a fight a while back about the removal of a platform around the flower gardens , not sure the outcome of that
