Know when to stop drinking
State police say a 19-year-old Kinder man was killed when he was struck by tractor-trailer in Plaquemines Parish.
Troopers say Garrett Randall All was lying in the middle of the right lane of La. Highway 23 near Venice around 2 a.m. Wednesday when the tractor-trailer driver spotted All but was unable to avoid hitting him. All was taken to Ocshner Hospital West Bank, where he was pronounced dead.
