03 johnson outboard leaking Fuel mixture

Hello everyone my Boat hasn't been in the water for about a week or so, I decided to start it up so it can run. Motor smoke a lot but was told all 2 stroke motor smokes, anyways I took the screen off the back of the motor. All i see is fuel mixture inside the bottom cover. Can you tell me what yall think is wrong and where its leaking?

2003 johnston 90hp I think one of my Carb is stuck open
