The best way to sneak up on em and not spook em is by kayak. Now it gets tricky if the flock starts to move. The trick is to find a flock with big Pelicans and when they start to fly away you cast and hook a pelican and then hope it drags you right behind the flock. Put that rod in one of the many rod holders (I like back left rod holder because it's of the way of my cast) and fish with another one. Thank me later!
