I really don't think the salinity has much to do with the fall bite. I have caught them inside when it was 1-2ppt. Some articles I read say that they focus more on feeding up before the winter. They don't need super salty water like they do when they are spawning in the summmer months. The shorter days and cool fronts are a signal to start the push.
