The battery on concrete deal doesn't apply anymore. With modern plastics batteries are made of this no longer exists. This applies to batteries made decades ago when the case was permeable by the acids and electrolysis would occur across the cells.

Dirt and dust will not drain the battery. It is the acid on top that condensates on top while charging that shorts out across the poles. Make sure to clean the top so this shorting between poles does not occur.
