Not trying to defend the idiots you encounter on the water these days, and it doesn't matter if you're in Tx or La, there's plenty of those guys to go around. You were probably looking at the Galveston yacht basin or one of the industrial slips on the south side of the Galveston channel. Those slips tend to be pretty deep, and if you are only targeting flounder it really doesn't matter what you do. You're not going to spook a flounder off the bottom in 20ft of water unless your anchor lands on his head.

I have done a lot of wading for flounder and I couldn't tell you how many flounder I've caught casting into another waders foot prints. When they are in there thick during the run, they will actually settle into the boot tracks to bury themselves. I have also gigged flounder one at a time, that were within inches of each other and never disturbed the next flounder.

An old fisherman told me one time that a flounder is the dumbest fish in the sea. He said that comes from them eating their own s**t because God put their a**hole too close to their mouth. That may be true when it comes to being a dumb fish but if it has anything to do with how good they taste, he knew exactly what he was doing.
