Looks like chrome paint underneath. If so, it could have very well chipped, as Mr. Gerald said, but, the circle is kinda too perfect for that.
Dunno, ain't never see that, either. But, I do know that paint will turn loose from a chrome finish. Hey, if it works...I wouldn't change a thing.
