The story of a lady that catches one in net can be considered harassment, catching one on accident and then removing the hook is totally different.
Loons and red snapper are NOT protected under the Endangered Species Act, but loons are protected under the Migratory Bird Treaty Act, as are seagulls, robins, great blue herons, red-tailed hawks, etc. If you intentionally harass one, you will be fined.
Same with bluefin tuna, if you try to catch one on purpose you will be fined, if you hook one on accident, then its a different story.
