Way they get around the job training class.
They take a job training class and graduate.
Then enroll in another job training class.
They never are forced to accept employment.
My solution require them to take a job training class.
Similar to work release have employers setup where they take a class a day or two a week and work for xyz employer when not in class.
If they quit or get fired they cannot get back on benefits for x amount of years.
