It looks like the eyes on that "fry" are both on the same side.

When a flounder is born the eyes are on opposite sides like normal fish. When the flounder gets to ~1.5" long the eye on the "bottom" side starts to move over to the "top" side.

Usuallly on one that small the eye has not moved and is still on the other side.
