I don't go to any flock that someone is already on.
That's why the only time I usually mess with birds nowadays is in the afternoons when no one else is out there.

1. Try and get within casting distance of the birds. Get upwind and drift till you get 75 yards or so from them and just start fishing till u drift to them. Doesn't take much to spook them off. But the fish will be on the outsides too. I have never caught trout under birds picking anything other than shrimp.

2. When the birds are sitting, that just means that the shrimp went down, but the birds know they are there and are just camping out waiting for the trout to push the shrimp back up to the surface.
