I just got mine this year, took a class in New Orleans with Houstan Marine, It was a Bit(h... LONG process... You first have to obtain a TWIC card to start the class then you have to pass the class, next drug screen, physical, homeland security BS, mail that off and 3 months later if the coast guard does not find NEthing wrong with your app. you will finally obtain your Capt.
