Fishing steady tides

I am learning saltwater fishing and I was wondering about fishing tides. I know that the potentially best time to fish is on a moving tide but was wondering about a steady tide. I fished this Saturday and got on the water around 8:30 and only caught one speck before the tide stopped moving and they shut off. (Prolly was me not knowing where to fish also). Any input on how to fish steady tides or what the fish do? Thanks in advance.
