No reason to believe if its set up right you won't see 60 mph. They ripped original owners eyeballs out with the up charge for 225, std engine for that bote is the 150. That 4 blade is a dead giveaway the boat isn't set up properly, 3 blade and trim tabs it will preform great in shallow get ups and ruff stuff. I would offer $16,500 and let him counter at $17,000, then get your tabs.
